
IDG Vietnam presents our speakers for World Mobile Broadband 2025
Opening remarks from our esteemed guests, Mr. Tran Duc Lai and Mrs. Atsuko Okuda.

Mr. Tran Duc Lai, former Deputy Minister of Post and Telecommunications from 2005-2015, has a long and distinguished career in the postal, information, and communication industries. Currently, he serves as the Chairman of the Vietnam Radio and Electronics Association for two consecutive terms (2018-2028). Throughout his career, Mr. Lai has made significant contributions to shaping and developing Vietnam’s national telecommunications infrastructure, fostering the growth of major industry players like Viettel, VNPT, and MobiFone.

Ms. Atsuko Okuda has served as the Regional Director for Asia and the Pacific at the International Telecommunication Union (ITU) since April 2020. With over 25 years of experience, including senior roles at various UN offices, she has led significant initiatives in regional broadband connectivity and e-governance. Holding degrees from Kyoto University, Helsinki University, and a Ph.D. focusing on e-governance and anti-corruption from UN University – Maastricht, she is also an author on broadband and AI. Ms. Okuda actively contributes to digital transformation and ICT policy-making across the Asia-Pacific region.
