Biography:

Mr. Ngo Hai Phan is a Ph.d in Law, formerly worked as lecturer at National Economics University (NEU). Since 1998, he has worked for the Government Office. He holds the position of Director General of Administrative Procedure Control Agency (Vietnam Government Office); Vice president-General director of Advisory Council for Administrative Procedure  Reform regulated by H.E. Prime Minister; Deputy Head of Assisting Department for president of National Committee on e-Government; Permanent member of Prime Minister’s Assisting Department. He is responsible for consulting, commanding and moderating administrative reform activities, organizing the controlling activities for administrative procedure as well as constructing e-Government, digital Government.
