Mr. Tran Duc Lai was born on January 23, 1955, from Vinh city, Nghe An province. He was a former Deputy Minister of Post and Telecommunications (later the Ministry of Information and Communications) for the period 2005-2015. Up to now, former Deputy Minister Tran Duc Lai has worked for many years in the postal, information and communication industries and was elected to hold the position of Chairman of the Vietnam Radio and Electronics Association for the 7th term (2019-2023).
