Mr. Phan Xuan Dung was born in 1960 in Dai Loc commune (Can Loc district, Ha Tinh province). Mr. Dung has a professional qualification as Doctor of Science. Before serving as President of the Vietnam Union of Science and Technology Associations, Mr. Phan Xuan Dung was a member of the National Assembly's Party Committee and Chairman of the National Assembly's Committee on Science, Technology and Environment. Mr. Dung also held many positions such as Deputy Director of the Central Committee of Science and Education; Secretary of the Party Committee, Director of the Institute of Technology Application, Ministry of Science and Technology. Mr. Phan Xuan Dung was recognized for his many contributions to the development of the law and left his mark in the propaganda of the Party and State's guidelines and policies. At the same time, in scientific research, Mr. Dung has participated and chaired many scientific and technological projects, including the topic of protecting the sovereignty of the sea and islands of the Fatherland; published many valuable articles and books.
