Mr. Ngo Hai Phan is a Ph.D in Law, formerly working as a lecturer at National Economics University (NEU). Since 1998, he has worked for the Government Office. He holds the position of Director General of Administrative Procedure Control Agency (Vietnam Government Office); Vice President-General director of Advisory Council for Administrative Procedure Reform regulated by H.E. Prime Minister; Deputy Head of Assisting Department for president of National Committee on e-Government; Permanent member of Prime Minister’s Assisting Department. He is responsible for consulting, commanding and moderating administrative reform activities, organizing the controlling activities for administrative procedure as well as constructing e-Government.
