Government agencies have made an incredible attempt in the digital transformation process, gaining initial well-noted results with the finalization of digitalization and centralized information storage of 98 million people at the National database on population administration centre. From this critical database, the Ministry of Public Security has provided the personal identification number for 100% of citizens, collected more than 60 million identification documents with electronic chips, and printed and returned more than 50 million cards to the people. Moreover, Government agencies are also successfully developing vehicle and real estate identifiers systems and granting them, deploying data sharing services to improve the efficiency of state management and socio-economic development. In particular, the application of technology in promoting the region’s advantages such as logistics, real estate, tourism or education and training also plays a significant role in building Digital Government and digital government, digital economy, digital society and digital citizenship. According to the Vietnam Seaports Association, seaport management was complicated and needed a lot of human resources and costs to control import and export goods. However, with the development of information technology, and the introduction of seaport management by intelligent technologies, the operation of seaports became much more untroubled and innovative.
