DEVELOPING E-GOVERNMENT INTO DIGITAL GOVERNMENT
FROM 4 "NOS" TO 4 "YES"

"National digital transformation, digital government development, digital economy and society are the country's development needs in the new era" - Mr. Nguyen Man Hung, Minister of Information and Communications, Executive Committee, the Party Central Committee.

As stated by Nhan Dan online newspaper, the development from e-Government to digital government is currently a common movement trend of countries around the world. This not only improves operational efficiency and effectiveness, but also innovates the operating model to transform the way digital data and technology is used to deliver services and adapt to processes that businesses attended.

Sharing about e-Government with VOV website, Mr. Nguyen Thanh Thao, Head of Information Technology Application Policy Department, Department of Informatization, Ministry of Information and Communications said: These are expanded activities associated with digital environment, working remotely and using electronic documents to implement business online. Moreover, the process is designed to make it accessible to individuals and businesses online by government agencies, instead of requiring them to go directly to government offices.

Therefore, e-government can be simply understood as “4 Nos” including: holding meetings without face-to-face requirements, processing paperless documents, handling contactless administrative procedures and payments without cash.

Digital government is e-Government, but adding “4 Yes”: having all safe actions in the digital environment, being able to provide new services quickly, being able to use resources optimally and capable of creating development, leading the country’s digital transformation, effectively solving major problems in socio-economic development and management.

According to the VOV website, Mr. Dinh Duy Hoa, Former Director of the Administrative Reform Department of the Ministry of Home Affairs, also shared about what needs to be done to distribute the Digital Government’s Four Yes. According to him, the first thing we need to do is continue to care about information technology infrastructure, especially information data in the coming time. The second is to continue to pay more attention to online public services at level 3 and level 4, to create convenience for citizens. Finally, the most important thing is to further accelerate the construction of specialized databases such as those of the Public Security, the Home Affairs, the Health Insurance…This data is related to the reception of people and businesses. Mr. Hoa also emphasized that if the above factors are fully gathered, later when associated with the story of the electronic citizen identification card, all processes will be convenient and easy.
